Construction sectors Peak Commercial work in. Chartered quantity surveyors and NEC specialists, Regulated by RICS
Water, highways, rail, aviation, nuclear and commercial schemes. The contracts, the regulators and the pressure points differ. The standard the records have to meet does not.

Six sectors. One record standard.
Construction sectors Peak Commercial work in
Peak Commercial provides chartered quantity surveying and NEC commercial support across six construction and infrastructure sectors in the UK; water, highways, rail, aviation, nuclear and commercial schemes. It works for main contractors, for the subcontract and supplier chain, and for the public and private organisations that own and fund the assets.
Two of those sectors, highways and water, are where the directors' delivery record sits. Chris Turner has seventeen years in commercial management, on NEC target cost frameworks in both. James Fallon has twenty years of experience with Tier 1 and Tier 2 contractors on projects from £1m to £250m, and acts as a party representative in adjudication and mediation when an account cannot be agreed.
Rail, aviation and nuclear run on the same contract family and the same target cost mechanics as road and water, and we are direct about what that means. The disciplines transfer from the directors' road and water record, and the sector-specific evidence sits with others.
Each of those pages says so in its first section, because a procurement team deciding whether to appoint us deserves to know where the evidence sits before it reads the rest. Commercial schemes, the sixth, is NEC framework work for private sector clients, delivered as package orders under NEC4 and work packages under NEC3, where the pressures are cash flow and cost certainty across a rolling programme of orders.
01
Water
AMP8 frameworks under NEC4 Option C and Option E, administered to survive the water company's commercial assurance and the regulator behind it. The firm is building a commercial team of more than fifteen on one major AMP8 framework.

04
Highways
Strategic road network and local authority programmes under NEC4 target cost, through the RIS3 road period that began in April 2026. Where the directors learned the trade.

05
Nuclear
Civils, enabling and infrastructure packages on the nuclear estate, with Defined Cost records built to audit grade from mobilisation. Capability tier; the disciplines transfer.

What does not change from sector to sector
One record standard, everywhere. It comes down to three disciplines.
First, the Early Warning Register is kept as a live commercial document. On a target cost contract, a risk that reaches the register in time can be priced, planned around or removed. One that does not become a cost the contractor carries alone, whatever sector the job is in.
Second, the compensation event record, notified in time, quoted on a forecast of Defined Cost and closed while the facts are fresh. In an adjudication, the record is often the entire case, and in a framework assurance review, it is the first thing the reviewer requests.
Third, the audit trail behind Defined Cost, which connects every timesheet, plant record and subcontract account to the scheme, the shift, or the possession it belongs to, so that when the account closes, it already agrees with the programme and nobody has to rebuild a year of cost from memory in the week the auditor arrives.
A water company's assurance team, a National Highways commercial function and a nuclear licensee's auditor look for different things on the surface and the same thing underneath: whether the number can be traced to a document made at the time.
