What Peak Commercial does on nuclear civils packages
Peak Commercial provides NEC commercial and quantity surveying support for contractors delivering civils, enabling and infrastructure packages on the UK nuclear estate. The nuclear estate is the most heavily audited construction environment in the country, and the commercial record has to meet the same standard as the engineering one. Every cost, every change and every decision is expected to be traceable, justified and held by people who are suitably qualified and experienced for the role. That is good target cost administration. Applied without exception.
This sector is growing. The Government took its final investment decision on Sizewell C on 22 July 2025, at a capital cost of around £38 billion in 2024 prices, and the project reached financial close on 4 November 2025 as the first nuclear station financed under the regulated asset base model. Alongside new build, the decommissioning and operating estates continue to let civils, enabling and infrastructure packages, and the great majority of that work runs on NEC.
We say plainly where the evidence sits. What audit-grade means in practice
The Office for Nuclear Regulation licenses nuclear sites and holds licensees to conditions that reach into how contractors work on them. The licensee passes that discipline to its supply chain through its own quality and assurance arrangements, and a contractor's commercial records are inside that scope. In practice this means the compensation event file, the Defined Cost ledger and the change log have to be complete at the time, signed off by the right people and retrievable years later, when the people who made them may have moved on and the licensee's auditor wants to see why a hold point in a particular week cost what it did.
Design change, hold points and inspection release are the events that generate most commercial movement on nuclear civils. Each is a notifiable event under NEC4 when the contract says it is, and each carries a cost of waiting that is easy to under-record. We build the process so that hold points and inspection delays are logged as they occur, with the shift cost attached, and notified within the contract timescales.
SQEP, suitably qualified and experienced personnel, applies to the commercial team too. On nuclear packages the people signing off the records need to be able to show why they are competent to do so.
