James Fallon
James is a Chartered Quantity Surveyor with 20 years of experience in the construction and engineering industry. During his career, he has worked with Tier 1 and Tier 2 main contractors and specialist subcontractors working on projects ranging from £1m to £250m in value across the highways, water and building sectors from ECI phase to the Final Account.
James’ experience includes working as a commercial manager leading a team of 12 quantity surveyors on a project worth £250m. Additionally, James has experience in contractual claims, mediation, and adjudications. He has experience in NEC3, NEC4, JCT, FIDIC, and bespoke contract forms.
James has an MSc in Construction Law and Practice (with Distinction) from the University of Salford and a BSc (Hons) in Quantity Surveying. He holds professional membership with RICS and is currently working towards Fellowship.
When not working, James enjoys spending time with his young family, reading, going to the gym, and contemplating taking up padel. He ‘enjoys’ watching Manchester United, an activity which has taken its toll since the Sir Alex Ferguson years.

Chris Turner
A commercial leader on programmes that build Britain. Chris is a resourceful and driven commercial leader with seventeen years of experience delivering major projects and programmes. He has built capabilities to minimise commercial risk and maximise value, particularly across NEC target-cost arrangements on highways and water frameworks.
He has worked centrally across multi-partner alliances, establishing the processes for payment, cost forecasting, earned value, audit and contract administration, and has led commercial negotiation and procurement on schemes from £4m viaduct strengthening through to £225m smart motorway delivery.
Chris is a chartered quantity surveyor (MRICS), a chartered civil engineering surveyor (MCInstCES), a Member of the Chartered Institute of Arbitrators (MCIArb) and an NEC Registered Professional. His articles, "Disallowed cost and the cost of subcontractor disputes in NEC4 ECC" and "Intellectual property rights under the NEC4 ECS," and "Understanding assignment and novation in NEC contracts" have been published in the NEC Newsletter.

Commercial Manager / Commercial Lead
Paul Goulding
Paul has over 20 years of experience in the Construction and Engineering industry. During this time, he has worked for both Tier 1 and Tier 2 Main Contractors on projects ranging from £5m to £150m in value across Water, Rail, Aviation and Public Sectors, covering the project life cycle from ECI phase to Contract Completion and ultimately Final Account.
Paul has experience with NEC3, NEC4, and bespoke/heavily amended contract forms. Paul's experience includes working as a Commercial Lead on a portfolio of Southern Water schemes totalling £100m, leading a commercial team of 7 Quantity Surveyors. Paul is currently leading the £75m Windermere portfolio on behalf of a Tier 1 Contractor, delivering the United Utilities AMP8 Framework.
Paul holds a BSc (Hons) in Quantity Surveying.
In his spare time, Paul enjoys spending time with his young family (including his 2 Springer Spaniels) and coaches Chorley FC under-14s. He also plays padel, golf and enjoys taking his boys to Old Trafford to watch Manchester United (when they are not playing football themselves)

Neal Wainwright
Neal Wainwright, a commercial consultant with over 25 years of experience in construction and development, is a Chartered Quantity Surveyor (MRICS). He has extensive commercial leadership experience in residential, commercial and mixed-use developments.
Neal has held senior commercial roles at Tier 1 major contracting organisations, including Head of Commercial. In this role, he was responsible for commercial strategy, estimating, procurement, and project delivery across complex high-value schemes.
He collaborates closely with clients, contractors and project teams to ensure strong commercial governance from feasibility through to final account. His practical approach and broad project experience provide clear commercial oversight, risk management, value protection, and support for successful project delivery.

Matthew Skinns
Matthew is an accomplished Quantity Surveyor with a decade’s experience gained working for both Tier 1 and subcontractor organisations, delivering infrastructure projects valued over £20 million.
Proficient in NEC 4 contract management and administration, cost control and risk management, Matthew has contributed to the successful delivery of major motorway upgrades, local authority schemes, and water infrastructure projects.
Combining strong commercial awareness with a keen aptitude for construction and project delivery, Matthew bridges the gap between technical delivery and commercial performance, ensuring projects are delivered efficiently and provide maximum value.
Matthew is recognised for his strong communication skills, with a proactive and collaborative approach focused on delivering value and maintaining effective budget control.
Beyond his professional life, Matthew enjoys time with his young family and is a keen runner and sports enthusiast.
